A 2010 study by the California Department of Corrections and Rehabilitation reported that 67% of all those persons that were released on parole violated parole or committed a new criminal offense, or both within three years from their release date.

What does this tell us? It tells us that our penal system is seriously broken. We do not prepare our prison inmates for a return to society when they are in prison.
